A kinked hose debris in the tank deteriorating rubber inside the hose blocking the lumen... I recently had to replace the fuel hoses on a Diesel engine that had rotted and blocked themselves. Once you pull off the fuel hoses and float switch block connector at the bottom and the 91671-80614 bolt (10mm socket) the filter plus mounting plate lifts upwards and out.
