Could it be wear on the turbo i only say that because i remember my old hf turbo delta used to whistle and garage said turbo worn.
Last year I bought our 2003 JTD based Hymer with only 11000 miles on the clock and noticed exactly the same problem. If the engine is pulling reasonably hard and steady like up a long motorway incline then at about 34 throttle the turbo starts to emmit a faint squeal somewhat like a slipping fanbelt. If the situation is allowed to persist the noise increases and then the turbo boost warning light will illuminate until the throttle is released at which point the light goes out and the squeal disappears. If throttle is again applied the simptoms progressively return. I have previously trawled through many of this sites user reports until yesterday I spotted this one which I now think is the cause and its solution. You will see that the moderator has flagged this as a common problem so hope that I am correct and that it also assists in your solution. I have had a Chrysler Voyager with a whistling turbo and took it in but was told some turbo s do whistle some dont it ran for 3 years and was never a problem. My current 03 2.8JTD has an annoying noise when pulling uphill around from 55MPH in 5th and equivalent in 4th gear. I can only describe it as a sort of gurgling sound not very loud but irritating. Complained to dealer fiat but never resolved

My dads method for checking for air leaks is to wrap the joint and suspect areas in cling wrap abviously wont work on the manifold side. If its whistling when driving slowly will it not whislte when you rev it you could get underneath and pinpoint the noise while someone works the accellerator. The other thing I can think of is the exhaust wheel rubbing on the heat shield. The mhi turbo is pulled together
The power kicking in at 3500 revs Dave is the turbo . As long as it aint whistling or sounding like a gassy fart shell be fine. Fix the broken cables they are theyre for a reason.
